I live in Colorado and mine is 653 because I was assigned my SSN in Colorado when I received an H1B work visa. They were originally "reserved for later use" and apparently they were used later. Numbers in the range of 650-699 most certainly have been issued. Decoding Social Security Numbers in One Step.
